For cities they have hundreds of streets, roads and avenues moving people around in their borders. And unless they choose an extremely borning (but very orderly) system like 1st St, 2nd St, 3rd St...they will need names for these streets.

Choosing state names or names of Great Lakes may help with a bunch. Or some names may be meant to be honorific.
